the Communist Parties
 adopted by the Third Congress of the Communist Inter-
national in 1921. This basic document lays down the revolutionary principles of
Communist organization. It was drafted under Lenin's guidance and passed at the
Congress led by him. Latter in 1924 Stalin wrote a pellucid exposition of these
general principles in the pamphlet Foundations of Leninism.
